Authorities Threaten To Shut Down Motel

HOUSTON -- Some have said that prostitution is a victimless crime, but for those living in a Houston neighborhood the business of prostitution has become so rampant they feel they are literally being held hostage in their own homes, KPRC-TV reported Wednesday night in an exclusive report.
"I'm afraid they're going to come right up my walk and attack me, and I don't know what to do," said a resident who did not want to be identified. "Every time I hear a noise it's like, 'Oh, my gosh are they outside my window?'"
An endless parade of prostitutes and customers circle a southwest Houston neighborhood just off the Southwest Freeway.
A thriving business that's putting a choke hold around the lives of homeowners.
"It's frightening to think this kind of culture is on our property, they're up inside our property," said another unidentified resident. "We have a lot of families that live here.
It's not just the constant fear these homeowners deal with. People have been hurt.
There is a fence separating the homes from the motels along the freeway, but the women kick holes in it so they can cross through the property and out to the freeway.
An elderly woman was severely beaten by one of the people crossing through the property. She, in turn, sued the homeowners' association for not keeping that fence in good repair, and won a $400,000 settlement.
"Have you ever thought this is too much, maybe I need to move?" News2Houston Investigator Robert Arnold asked.
"I have thought that, but why should I let something like this push me out of my home?" the resident said.
After hearing from the residents, The Investigators took their hidden cameras to a stretch of the feeder road between Bellaire and Hillcroft.
In one night they saw nearly 24 women walking the feeder road and the side streets.
Police officers were out patrolling, but that didn't even put a dent in the business.
And it wasn't just at night. Even during the day, The Investigators found women working the streets, including one woman who casually waves at cars before getting picked up and taken back to a motel.
The Investigators also noticed that when the women weren't working the neighborhood streets or the corner -- most were taking their customers to a nearby Roadrunner motel.
"They're in your parking lot, on your property waving down cars, directing them to come into here. You can't do anything to prevent that?" Arnold asked.
"We've been trying to, sure," said Bernardo Garcia, the motel's general manager.
Garcia said that motel workers have tried everything to keep the women out, even hiring security guards.
The Investigators spotted one of his security guards, talking with the women.
"Why wouldn't your security guard stop that?" Arnold asked.
"Well, what I can tell you is we've been trying to take care of this problem for a while. It's impossible," Garcia said.
But it's not just the security guards. The Investigators even spotted a Houston police officer talking with one of the girls before she headed right back out to the feeder road to pick up customers.
"I shouldn't have to move because something like this is going on. Something needs to be done," a resident said.
KPRC-TV took their findings to the Houston Police Department's Vice Divison, which prompted some immediate action.
Undercover officers arrested more than 30 people in the area for everything from prostitution to hitchhiking to drug possession.
But it wasn't just women who were working the streets. One of those arrested was a 14-year-old girl.
The television station received a call Wednesday afternoon from the owner of the Roadrunner motel, who said that he has now hired a new security company and is adding extra security guards on the weekends.
He also said that he is working with police to help rid his property of prostitutes.
Police and the City Attorney's Office say another problem motel in that area is the Red Carpet Inn.
The city attorney is planning to file a lawsuit to shut down the property.
Investigators said that 47 prostitution and drug cases have been made at the Red Carpet Inn in the last 18 months.
