Federal Agent Accused Of Exposing Self In Mall

A 49-year-old special agent-in-charge with the elite Immigration and Customs Enforcement operations in Central Florida was arrested on suspicion of exposing and fondling himself in front of a 16-year-old girl at the Mall of Millenia, according to Orlando police. Frank Figueroa was booked early Wednesday morning in Orange County Jail and posted a $500 cash bond hours later. He faces charges of exposure of sex organs and disorderly conduct in a public food establishment.
Millenia Mall security cameras filmed Figueroa as he sat across from a teen, according to arrest reports. He allegedly hiked up his shorts, exposed himself and masturbated for about 10 minutes before the girl stood up, told her mother and summoned security. The girl called the event "the most disturbing thing I've ever seen," according to the report. The security film shows Figueroa switching tables after the teen left for a new seat facing other customers. "After he is seated, Figueroa's hands move to his lap," the arrest report says. "Laws apply to everybody, and the judicial system will have to proceed just like it would with anyone in the private sector. That's the way it is," Orlando police spokeswoman Sgt. Barbara Jones said. Figueroa could not be reached Wednesday by The Associated Press. It was not known if he had an attorney. Figueroa took command of ICE in central Florida six weeks ago after serving in top posts in Washington, Miami and San Juan. Last week, Figueroa's agents busted an alleged prostitution ring exploiting illegal immigrants from Latin America. He promised to vigorously pursue such sex crimes in a statement issued with U.S. Attorney Paul Perez.
